How Town Ordinances Are Developed and Adopted
Town ordinances establish local rules and regulations on matters that fall within the Town’s authority. An ordinance may be initiated in several ways, including through a recommendation from the Select Board, a Town committee or board, Town staff, or as the result of a concern or suggestion brought forward by residents.
Have an Idea for an Ordinance?
Residents who believe the Town should consider adopting or amending an ordinance are encouraged to contact the Town Office or Select Board. The Town of Buckfield has an Ordinance Development Committee whose purpose is to research, draft, review, and recommend new ordinances or amendments to existing ordinances for consideration by the Select Board.
The committee provides an opportunity for ordinance proposals to be carefully developed, reviewed for consistency with state law and existing Town regulations, and prepared for consideration by the voters.
Once a proposed ordinance is finalized, the Select Board may place the ordinance on a Town Meeting warrant. Under Maine law, proposed ordinances generally must be made available to the public before the meeting, and the voters ultimately decide whether to enact the ordinance at Town Meeting or by referendum, as applicable.
Residents also have the right under Maine law to petition for an article to be placed before the voters. A written petition signed by registered voters equal to at least 10% of the votes cast in Buckfield at the last gubernatorial election, but no fewer than 10 voters, requires the municipal officers to place the article on the next warrant or call a special Town Meeting within 60 days.
